A Vista garage conversion is a City of Vista Building Division permit. It is not County Planning and Development Services, and it is not an Oceanside coastal packet. Vista is its own city. State ADU law still applies. Vista’s own garage-conversion handout and ADU FAQ could not be captured from vista.gov on 2026-09-16 (the PDFs returned 403), so local bulletin numbers and parking-dimension rules are not quoted here. Take those questions to Vista Building before anyone draws plans.

Vista Building Division, not the County

Garage Convert SD is a referral service. We match Vista homeowners with licensed, independent local pros. We don’t convert the garage, we don’t pull the permit, and we don’t hold a contractor license. The ADU contractor you hire does the licensed work, and you contract with that pro directly.

If the address says Vista, the City of Vista reviews the job. County PDS handles unincorporated communities such as Fallbrook, Bonsall, and parts of the backcountry. Mixing those counters is how files bounce.

Start on vista.gov and ask Building which current handout applies. Public listings name a “Residential Garage Conversion” bulletin on the Building Division forms page. That kind of bulletin, in other cities, often describes converting a garage to habitable space (a room, office, or bedroom) and may still talk about replacement parking. An ADU conversion is a different legal product. Ask Vista, in writing, which path your drawing is on.

State ADU rules sit under whatever local packet they hand you. Qualifying ADU applications must be considered ministerially. Gov. Code §66317 gives the local agency 60 days from a completed application. Incomplete plans do not start the clock.

Typical Vista housing and the attached two-car garage

Vista housing is a lot of 1970s-1990s attached two-car garages, some hillside lots, and hot inland summers. That is not Oceanside’s coastal overlay and it is not a Jamul septic parcel. The usual project is an attached garage on a tract lot, maybe on a slope, with a slab that drains to the door.

Hillside lots add retaining, drainage, and access questions. We could not confirm Vista’s slope or setback bulletin in a captured file. If the driveway is steep or the garage sits below the street, ask Building what the first plan set has to show for grading and walls.

Do not reuse Oceanside coastal language on a Vista lot. Oceanside has a published Local Coastal Program caveat. Vista is inland north county.

Parking when you convert a bay

Statewide, Gov. Code §66314(d)(11) says that when a garage, carport, covered parking structure, or uncovered parking space is converted to an ADU or demolished with the ADU, the local agency shall not require those off-street spaces to be replaced.

That is California law. It is not a Vista handout. Other cities in this county have written local exceptions (Carlsbad west of the rail, City of San Diego Beach Impact Area, Coronado). Vista’s own replacement-parking text could not be confirmed in our claims file because the PDFs were blocked.

You do not get a blog sentence that says “Vista never requires a replacement garage.” You also do not get a blog sentence that quotes a replacement-garage interior size. Ask Vista Building whether your project is an ADU conversion under state law or a habitable-space conversion under a local bulletin, and what parking each path requires.

Keeping one bay as parking is a different drawing from converting the whole garage. Get that split in writing.

Inland north county heat and the insulation that follows

Vista summers cook an uninsulated west-facing garage. A conversion that will be slept in needs insulation, a moisture plan for the slab, and a heating and cooling system that meets current energy code. Exact R-values and Title 24 line items are not in our claims file. Confirm current energy forms with Vista Building.

What to bring to the counter

Bring a clear description of the existing garage: attached or detached, one bay or two, what you want it to become (room, JADU, or full ADU), and whether parking disappears. Ask for the current submittal list for that product.

A JADU is only possible in an attached garage, because a JADU must be within the walls of the single-family residence (Gov. Code §66333(d)). A detached Vista garage is a full ADU path.

A full ADU conversion is still multi-trade work: framing, electrical, plumbing, HVAC, and drywall. If the price exceeds $500, California requires a written home improvement contract. The downpayment may not exceed $1,000 or 10 percent of the contract price, whichever is less (Business and Professions Code §7159). Verify the license at cslb.ca.gov.
