An Escondido garage conversion ADU is a City of Escondido Building Division job. It is not a County PDS form and it is not a City of San Diego Information Bulletin 142 packet with the city name swapped. Inland heat, older tract slabs, and Escondido’s own ADU ordinance are the local facts. Several 2023 handout numbers have been overtaken by the city’s live page, so confirm Article 70 before anyone draws plans.

Escondido’s live ADU page, read 2026-09-16, says ADUs and JADUs on a single-family lot require a building permit through the Building Division. The city posts an ADU handout and submittal checklist and points to Article 70 of the Escondido Zoning Code. Digital submittal starts by emailing Building.
State law still sits under that local packet. Qualifying ADU applications must be considered ministerially. Gov. Code §66317 gives the local agency 60 days from a completed application. Incomplete plans do not start the clock. That is a decision deadline, not construction time.
A garage-to-ADU is a change from non-habitable parking to a dwelling. Have the licensed pro build the permits and plans around Escondido’s current checklist, not around a San Diego city bulletin.

Inland heat, older slabs, and what that does to the build
Escondido sits inland, east of I-15, against dry hills. Summer attic temperatures in a west-facing garage are a different problem than a Leucadia marine layer. Insulation, slab moisture, and a mini-split are design questions the licensed pro has to price for this climate, not copy from a coastal bid.
Housing stock is a lot of 1960s-1980s ranch and tract houses with attached two-car garages. Those slabs were poured to drain toward the door. Leveling, a moisture barrier, and Title 24 energy work are normal conversion costs. Exact R-values and Title 24 measures are not in our claims file. The city’s January 2023 handout, still linked from the 2026 page, says ADU color and materials must match the primary residence. It also says only one sewer lateral is allowed per legal lot. If the garage is a long plumbing run from the existing lateral, that one-lateral rule is a layout constraint, not a footnote.
Escondido’s pre-approved ADU program is for new standalone units. It is not a garage-conversion plan set. Do not download a PAADU and try to force it into an existing garage.
Parking when the garage becomes living space
Escondido’s live FAQ is blunt: parking is not required for ADUs, citing Section 33-1474(c)(1) of the city’s ADU ordinance.
Statewide, Gov. Code §66314(d)(11) already bars a local agency from requiring replacement of garage, carport, covered, or uncovered parking converted to an ADU. Escondido’s FAQ is the local restatement. Coastal exceptions that show up in Carlsbad or the City of San Diego Beach Impact Area do not automatically apply here. Escondido is not a coastal city.
Still ask Building whether your specific lot has any other parking overlay. The FAQ answers the ADU parking question. It does not replace a parcel check.
Keeping one bay as a car and converting the other is a different drawing. Get that split in writing before the floor plan is locked.
Ministerial review and what it does not skip
Ministerial means no discretionary hearing if the application meets objective standards. It does not mean no building code. Sleeping rooms still need egress. Kitchens and baths still need plumbing. Fire sprinklers still follow the primary house.
Escondido’s live FAQ: sprinklers only if the primary residence is fire sprinklered. If they are required, the city also calls for a minimum 1-inch water meter, water service, and backflow, plus a minimum 4-inch sewer lateral for single-family dwellings. The 2023 checklist, still required, asks for more than floor plans: an ADU Housing Development Tracking Form, a grant deed, a preliminary title report dated within the last six months, photographs, an SDG&E notification form, and a hazardous-wastes disclosure. Missing one of those is how a “complete” application never starts.
The 2023 handout also says a full ADU needs a separate exterior entrance, and an interior door from the main house is prohibited. Entrance doors may not face the nearest adjacent property line or create a second front door. A JADU may have interior access in addition to an exterior door, and it needs a recorded deed restriction before the building permit. Confirm those access rules against current Article 70, because the live 2026 page restates the access split in shorter language.
Live page sizes, 2026-09-16: JADUs up to 500 square feet inside the primary residence, with an efficiency kitchen. ADUs up to 1,000 square feet, with independent kitchen and sanitation and no interior access to the main house. A single-family lot may have one ADU and one JADU. Short-term rentals are not permitted. Rentals must be 30 days or more.
Do not use the 2023 handout’s 850-to-1,000 square foot table as if it were today’s cap. The live page says ADUs can be up to 1,000 square feet. Ask Planning which number Article 70 currently uses for your product.
A full ADU conversion is still multi-trade work. If the price exceeds $500, California requires a written home improvement contract. The downpayment may not exceed $1,000 or 10 percent of the contract price, whichever is less (Business and Professions Code §7159). Verify the license at cslb.ca.gov.
How Escondido lots differ from coastal north county
Pasting a Carlsbad, Oceanside, or Encinitas coastal post onto an Escondido lot is how people design the wrong project. There is no Local Coastal Program question on a typical Escondido tract. There is no rail-corridor parking exception like Carlsbad’s. There is inland heat, a one-lateral sewer rule in the 2023 handout, and a matching-materials standard.
